The adoption of electronic voting has been done in various countries related to cost and time reduction operationally. On the other hand, recent publication has been informed several issues occurred such as technicality, reliability, security and privacy due to the compromised system were used. In small scale, there are certain group of people who want to exploit the vulnerabilities for their own benefit in the election, while in the greater scale, it can reduce public confidence to entrust the adoption of e-voting system to augment participation rate, to improve the quality of voting and to aid the political right effectively. This paper aims to investigate the characteristic of people demanding the legislative to address the criteria and indicator for effective implementation in electronic voting. By understanding the perception of voters in viewing current electoral regulation are essential to provide some ideas and opinions for better enhancement, either through recommendation and drafting related legislation to cater the needs.

Bu durumun araştırma verilerine dayalı, bilimsel bir temele oturtulması için çalışmamızda, eğitimli seçmenlerin yerel seçimlerde oy verme kriterlerinin neler olduğu üzerinde durulmuştur. Selçuk Üniversitesi İletişim Fakültesi öğrencilerinden 455 kişi üzerinde yüz yüze anket gerçekleştirilmiştir. Araştırma sonuçları üniversite öğrencisi seçmenlerin yerel seçimlerde oy kullanırken en çok önem verdikleri faktörlerin "Proje, Gündem ve Hizmet Faktörü", "Kampanya Faktörü" ve "Parti, Lider Faktörü" olduğunu ortaya koymaktadır. ; In order for the democrasy,which in the most general terms means the people's self-government, to be manifested in local level, people must determine the representatives to have a say in their future through elections. On the other hand among the hardest situations for local candidates are to manage to draw attention, to differ from others and to be elected. Political parties and local candidates make some different topics considered important for them a current issue to draw attention of the voters so as to be elected. But, what is considered important by voters and to what extend are questions that need answering and researched. In our research aiming to place this situation on a scientific basis based on research data , the voting criteria of educated voters in local elections are emphasized. A face to face survey was conducted on 455 students from Selcuk University Communication Faculty. The research results indicate that the most important factors according to the voters from university students when they vote in local elections are "Project, Agenda and Service Factor", "Campaign Factor" and "Party, Leader Factor".

Condorcet's paradox of voting and Arrow's impossibility theorem are by now well known. Inspired by Arrow's treatment of social choice, others have presented alternative proofs of his theorem and different impossibility results. Professor Fishburn has recently treated us to some interesting new voting paradoxes. It is important to have the area of inconsistency among the various treatments explored and clearly mapped out. It is equally important to come to terms with the known inconsistencies in order to construct a solid social choice edifice on safe ground. Coming to terms with the inconsistencies must surely mean deciding between alternative normative conditions when all of them cannot be satisfied simultaneously. This paper attempts to do just that by adding some computational criteria to the standard list of normative criteria and then singling out a subset as being more important (to the author at least) than the rest. Since the 'important' criteria are mutually consistent they can be used to derive some properties of democratic decision processes. Simple majority rule, applied in sequential elimination, is distinguished as the best collective decision method. It fails to satisfy the Pareto, or unanimity, criterion – one often regarded as a sine qua non of social choice – but when this condition is added to the author's list an impossibility result obtains. An argument is proposed to counter the suggestion that Pareto optimality be added to the list and some other condition removed.
Following a new analytical orientation, this paper proposes an approach for investigating group versus individual trade-offs in general voting situations. From specific particularizations of a general family of p-norms, three social decision rules have been derived. These rules trigger three different systems of weights in the voting system. Once the three rules were obtained and the rationale underlying them justified, a compromise framework integrating all the rules was formulated. The compromise framework is computationally based on goal programming. In this way, it is possible to establish directly trade-offs and balance compromise solutions between the three social rules. Thus, not only is the weighted voting system formulated within a theoretically sound framework, but the applicability of the approach to real political situations is also more flexible and pragmatic.

E-voting is one of the most important components of e-democracy and forms the basis of a democratic governance system. Voting results always lead to a broad debate in terms of candidate selection and whether the candidate elected to a position is suitable for that position. At present, the selection of qualified personnel and their appointment to responsible positions in public administration is one of the topical issues. In this article is proposed an MCDM for selection of candidates in e-voting. Criteria for the candidates' selection are determined and the relation of each candidate to other candidates is assessed using a binary matrix. Candidate rating is calculated according to all criteria. A numerical experiment is provided for candidate evaluation on the base of the selected criteria and ranked according to the importance of the criteria. The proposed model allows selecting a candidate with competencies based on the criteria set out in the e-voting process and making more effective decisions.
The deployment of effective and efficient information and communication technologies (ICTs) remains a major priority for the smooth running of electoral management systems worldwide. To guarantee the integrity of the electoral voting process and ensure the reliability of the electoral results, selecting the correct vendor with the requisite expertise is a key success factor that cannot be ignored. This paper proposes a framework for selecting a vendor to offer support and implementation services using the Voting Solutions for All People (VSAP) programme as a case study. Our proposed framework uses a hybrid multi-criteria decision-making (MCDM) methodology comprising the analytical hierarchy process (AHP) and technique for order of preference by similarity to ideal solution (TOPSIS). Consistency tests and sensitivity analysis are carried out to check the quality of the expert's inputs and the robustness of our approach respectively. Our work offers a better understanding of the role a hybrid AHP-TOPSIS method plays in selecting a suitable vendor to play an effective role in enhancing the voter system's credibility in a democratic process. Again, the study extends the application of MCDM methods to areas such as supplier selection for electoral voting systems. © 2021 The Author(s). This paper argues that current voting advice applications (VAAs) do not sufficiently fulfil their stated aim of increasing voters' political competence. First, we define four criteria to evaluate whether their methods are likely to increase political competence: informativeness, respect for users' way of comparing and aggregating policy issues, reliability, and transparency. Second, we argue that current VAAs compare and aggregate users' and parties' policy preferences following a weak method that fails in two of them. To prove it, we analyse the methodology of most currents VAAs and use the outcomes from the EU-Vox 2014 in several countries. Third, we discuss two possibilities by which VAAs could improve: (1) by using ex-ante survey data to fill their gaps, or (2) by creating a learning algorithm to adapt the VAA to users' preferences. We found that some changes need to be made if VAAs aim to have an impact on users' political competence.

The aim of the study is the application of multi-criteria evaluation methods for ranking of candidates in e-voting. Due to the potential to enhance the electoral efficiency in e-voting multiple criteria, such as personality traits, activity and reputation in social media, opinion followers on election area and so on for the selection of qualified personnel can be considered. In this case, the number of criteria excesses in the decision-making stage directed us to the use of a multi-criteria decision making model (MCDM). This paper proposes MCDM for weighted ranking of candidates in e-voting. Criteria for the candidates' ranking and selection are determined and each voter uses the linguistic scales for the ranking of each candidate. Candidates' ranking is evaluated according to all criteria. In a numerical study, it is provided the candidates' evaluation on the base of selected criteria and ranked according to the importance of criteria. To assess the importance of the criteria and to evaluate the suitability of the candidates for each of the criteria, the voters use linguistic variables. In practice, the proposed model can use different evaluation scales for the selection of candidates in e-voting. The proposed model allows selecting a candidate with the competencies based on the criteria set out in the e-voting process and making more effective decisions.
